Reader question: What is going in the field by the Neenah Slough where they always piled snow? I see they’re moving dirt.

Answer: That’s site work for an apartment building project called Cobblestone Creek Townhomes.

It was approved by the city as part of a package agreement in 2016 and amended in 2018.

The first portion of that package, a separate 24-building apartment complex called Pendleton Park Apartments in a TIF district, got underway first and is about halfway complete. It’s at Winneconne Avenue and County CB, west of Walmart.

What you’re seeing is the second development located at 787 W. Winneconne Ave., with a portion facing the Neenah Slough.

“The city, in giving an incentive to build Pendleton Park, also wanted another site developed,” said Brad Schmidt, deputy director of community development in Neenah. “The developer was required to also build a multi-family development adjacent to the Slough site, which isn’t in a TIF. It’s a benefit to the city.”

The apartments by the Slough will be ready next near.

“We are clearing the site for preparation for underground utilities this fall in anticipation of starting construction in the spring,” said developer Tom Vandeyacht. “We will be opening the buildings by the latter part of the summer of 2020. The first buildings that will be ready will be along Winneconne.”

He said the value of the Slough project is more than $4 million.

Yandeyacht said the apartments are done in a townhouse style, which means they’re each two stories with bedrooms on the second floor. The seven buildings will have a total of 53 townhouse apartments.
